Weekly Message from the Mayor: Municipal Master Plan 101 

This most preeminent document which a town is dependent upon for growth and development is vital for a specified direction that residents can plan for their future. It lays down a predetermined blueprint for current land uses focusing on both conservation and controlled growth for the community. Therefore, it affects all aspects that impact the quality of life that we call home. These aspects include:

  • efficient use of roadways,

  • guidelines for a clean and sustainable environment,

  • efficient zoning regarding land use including commercial and residential development and densities,

  • open space,

  • recreational areas,

  • cultural, historic and heritage resources,

  • transportation and traffic issues,

  • public facilities,

  • infrastructure issues,

  • flood control planning,

  • and many other areas that require careful planning and implementation. 

These considerations will ultimately impact on our property values and taxes.  

Public Participation is Important

New Jersey communities are required to reexamine their master plans and land use regulations at least every six years. Middlesex Borough conducts their Master Plan every ten years. Since New Jersey is the most densely populated state in the union, strategic planning is even more crucial. Public participation is also important to help determine the future goals of its residents.

Although only one public hearing is required, I urge our residents to consider active participation for this important event. Since one of many goals incorporate controlled growth and planned development, shared values are necessary to establish specific goals and objectives thereby continuing to enhance the characteristics of our town. These visions help in the planning process. Residents can appreciate how their town will thrive in the future by the public participation process. 

New Jersey Statutory Laws 

New Jersey is considered a significant “home rule” State meaning that New Jersey laws provide broad powers to municipal governments to regulate certain aspects of this quality-of-life scenario to protect public health, safety and welfare through local planning, resolutions and ordinances. The NJMLUL (New Jersey Municipal Land Use Law) initially passed in 1975 defines the areas of responsibilities of local Zoning and Planning Boards giving municipalities the power to enact ordinances to zone and plan in preparation of their Master Plan. In Middlesex Borough, that power belongs to the JLUB (Joint Land Use Board).  

I will cover much more on the process and considerations in preparation for the Master Plan. Our committee is already established and we will be meeting with our Municipal Planner, Mr. Paul Ricci soon to start this important Plan.
